About PES
Mark Larocque founded PES in 1998 after 13 years experience with various environmental services firms. With solid corporate experience in his background, he set out to develop a business model that would allow him to provide top quality environmental services to a wide range of customers with greater personal involvement with his clients, and with a more competitive pricing structure.
PES developed a network of environmental professionals situated throughout the U.S., Canada and Central America to perform managed and supervised on-site evaluations and testing. This network allows PES to move quickly on a client's project(s) and complete work efficiently. Assessment compilation, reporting and filings are then completed both on-site and in PES offices.
After 18 years in operation, PES has performed over 5,000 Phase I, II and NEPA compliance projects for multi-national and national corporations, as well as regional and local firms. The people at PES bring the experience, knowledge and capabilities to handle your project, regardless of size.

Experience Summary
Over 28 years of experience in various aspects of environmental assessments and remediation projects. Currently owns his own firm, which conducts due diligence and property transfer assessments nationally and internationally. Conducted and managed numerous single and multi-site Phase I and Phase II pre-purchase assessments on a variety of large and small-scale manufacturing facilities across the United States. Has performed over 5,000 Phase I & NEPA/NHPA assessments for several cellular tower firms across US. NEPA compliance work has included Section 106 reviews, Fish & Wildlife Endangered Species Surveys, FONSI applications, and negotiations with Tribal Historical Officers. He has conducted and prepared several ACM O&M Programs for several radio stations, hotels, and golf courses.
He has also designed and managed over 100 ground water and soil remediation projects utilizing a variety of remedial techniques. Implemented various remedial techniques including ground water pump & treat, soil vapor extraction, air sparging, and bioremediation on numerous sites in MA, MD, NY, NJ, DE, and PA. Conducted soil and ground water sampling, quality control, and decontamination procedures on Super Fund projects in MA and Environmental Compensation Recovery Act (ECRA) projects in NJ.
Cullon Hooks – Architectural Historian

Mr. Hooks has performed Cultural Resource Management, Section 106 Review Consultations, Project Planning, Architectural Conservation, Historic Paint Analysis, Building Assessments, and Research & Historic Resources Surveys.
He has completed the Highland Park Historic Resources Survey, which included the survey of approximately 1100 buildings in Highland Park neighborhood, Chattanooga, TN. He has completed over 300 assessments of rooftop and cellular tower installation throughout the southeast US. He has also completed 100+ environmental assessments of cell towers for PES.
Louis Bubb – Archaeologist

Mr. Bubb has over eighteen years of archaeological field experience, of which eleven have been in a supervisory capacity. His education and experience qualify him as a cultural resource management professional under the Secretary of the Interior Standards and Guidelines for Archaeology and Historic Preservation (see 36 CFR Part 61).
He has been pre-certified to conduct fieldwork in Florida, Georgia, North Carolina, South Carolina, Indiana, Illinois, Kentucky, Michigan, Missouri, Ohio, Pennsylvania, Tennessee, West Virginia and Wisconsin and he has supervised archaeological projects throughout Illinois, Indiana, Kentucky, Ohio, Pennsylvania, West Virginia and Vermont. Mr. Bubb has authored 500+ Section 106 compliance reports.
